This text can be considered as the chief preparatory element of the founding conference of the 'Internationale Situationniste' in July 1957 in Cosio d'Arroscia. A note on the back-cover is quite clear about this, stating that this report is presented "to the members of the 'Internationale lettriste', the 'Bauhaus Imaginiste' and the 'Comite Psyhogeographique de Londres' as a basis for discussion within these organizations and as a document for their propaganda".

Juli 1957 fusionierten die Internationalen Lettristen, die psychogeografische Gesellschaft sowie die Internationale Bewegung für ein imaginistisches Bauhaus während eines Treffens in Cosio d’Arrosica zur Situationistischen Internationale (S.I.). Ziel des neuen Zusammenschlusses war eine radikale Veränderung der gesellschaftlichen Wirklichkeit durch eine Verschmelzung von Kunst und Leben, bei der die Kunst schließlich im Leben aufgehen und sich auf diese Weise selbst abschaffen sollte. In seinem Rapport sur la construction des situations (Bericht über die Konstruktion von Situationen) formulierte Guy Debord die Grundideen der S.I. Durch Störungen, Interventionen, zielloses Umherschweifen, Sabotage, Zweckentfremdung und Spiel sollten an die Stelle der bestehenden Situationen neue Situationen treten.
